BIS Certification is a mandatory component of exports to India. The Bureau of Indian Standards BIS operates under the BIS Act 2016, Regulations 3, 4 of the BIS Regulations 1987 (BIS Act, 2016; Regulation 3, 4 of the BIS Regulations, 1987). Certification according to national Indian standards, provided by the Bureau of Indian Standards, confirms the quality, safety and reliability of products in accordance with Indian standards.

BIS Certificate for the Indian Market

To export to India and gain access to the Indian market, manufacturers of certain types of products need BIS (ISI) certification or BIS (CRS) registration. BIS certification in India or BIS registration, issued by the Bureau of Indian Standards (BIS), guarantee product compliance with Indian Standards (IS) in terms of quality, safety and reliability.

The Bureau of Indian Standards (BIS) is the national certification body in India, under the Ministry of Consumer Affairs, Food and Public Distribution of India. It effectively replaced the Indian Standards Institution (ISI) on April 1, 1987 and took over their functions.

There are two main types of certification:

  1. BIS certification (ISI), including factory inspection. BIS ISI certificate for foreign manufacturers is issued by the Foreign Manufacturers Certification Department (FMCD).
  2. BIS registration (CRS) without factory inspection. BIS registration under the CRS (Compulsory Registration Scheme) was introduced in 2012 for 15 product categories and has gradually expanded with the addition of new products.

BIS-CRS registration applies predominantly to products in IT, electronics and lighting, but the list of goods requiring registration is constantly expanding. Therefore, BIS-CRS registration is one of the most important and widespread registrations in India.

How the certification process works The BIS certification process always includes the following stages:

  1. Preparation of application documents and submission of application to BIS.
  2. In case of BIS ISI certification - conducting factory inspection.
  3. Product testing in an accredited laboratory.
  4. Certificate issuance and product marking.

After obtaining BIS certificate you can mark your product. Until early 2023, there were two marking options: either BIS-CRS logo or BIS-ISI logo. However, in January 2023, BIS decided that in the future only ISI marking should be used with placement of registration number and standard number.

During the validity period of the BIS certificate, additional testing may be required, the frequency of which depends on the testing standards for the given type of product. Any changes in the product or manufacturing process require re-testing to maintain certificate validity.
