RBI Concept specialists conducted a HAZOP study at the Omsk oil refinery facility

Omsk Lubricants Plant (OLSM) is the main asset of Gazpromneft-Lubricants company. It is located on the territory of the Omsk Oil Refinery complex, which was launched in 1955 and became part of the Siberian Oil Company.

The task of Risk Concept specialists was to survey the facility - to study the technological process and production operability in order to identify sources of hazards, development scenarios and assess the criticality of consequences of their impact, which under certain conditions can cause damage to personnel, population, environment and equipment.

In the process of analyzing data and engineering support systems, experts identified deviations in technological safety of the facility during its operation, which may put at risk industrial safety performance indicators, as well as overall operability and equipment reliability.

Risk Concept company assessed technologically potential risks and developed measures to reduce them at the design and equipment ordering stage.

Company specialists from St. Petersburg also conducted analysis and assessment of various enterprise systems - engineering support, gas and fire detection, fire suppression, power supply, protective grounding and lightning protection, emergency protection, fire automation, notification and alarm systems.

During the study, due to the complexity of the technological system, fault tree analysis (FTA) was applied in accordance with GOST requirements.

In the course of work, the main task was accomplished - identification of potential deviations and causes of hazard sources in the designed production facility, recommendations were issued for eliminating deviations and sources of potential danger. An assessment of possible environmental pollution was also given - the risk of hazardous substance emissions, and production risk was determined.
