On new approaches to modern technical regulation

At the conference "Import Substitution in the Oil and Gas Industry" in St. Petersburg, Roman Samsonov, Executive Director of the Russian Gas Society, spoke about new approaches to technical regulation, standardization and conformity assessment.

He presented a scheme of complicating external conditions for oil and gas companies' activities - across different structural positions - geology and geography, regulatory and legal and competitive environment, explained how standards influence the market and what role they play in the global economy.

The expert assessed the interaction between standards and business - they help reduce costs, strengthen market positions and provide access to new ones. For conference participants, the presentation outlined the structures of technical committees for international standardization ISO/TC 67, national standardization TC23 "Oil and Gas Industry".

The expert spoke about the international project "Barents-2020", independent certification institutes, international and industry standardization organizations, and elaborated in detail on ISO standards for the oil and gas industry.

Separate discussion focused on new approaches to modern technical regulation - the EEN Technology project with Gazprombank's ETP, the world-class industry aggregator Achilles, the online system "GIS SIPS ECEUN-RGO" (GIS Pipeline Safety UNECE-RGO) and Internet resources of the Russian Gas Society as a whole.

The development of the regulatory framework for designing, constructing and operating oil and gas industry facilities is a fundamental basis for industry development, Roman Samsonov noted in summary in his presentation. It is necessary to form an industry technological platform, unify requirements for equipment and processes in the oil and gas industry. Moreover, public organizations uniting market participants should participate in forming the industry technological platform. It will unite all interested parties: customers, manufacturers, government bodies, society.
